It was found that the Collective Bargaining Agreements were also taking too long to finalise. The 4 Committees were merged and came out with 2 Collective Bargaining Agreements, one for all Salaried Staff and the other one for none Salaried Staff. Later 1993 both Collective Bargaining Agreements were merged through a Job Evaluation to come out with one Collective Bargaining Agreement for all employees of Local Authorities

The foundation

Pre-independence history

During the 1950’s the struggle for formation of Kenya Local Government Workers Union began.  The Kenya Local Government Workers Union was registered on 4th September, 1953 under Certificate No. TU/26 Signed by G.M Lawton, who was the Registrar of Trade Unions at that time, under the leadership of Benard Gitwiku as National Chairman, Tom J. Mboya as National General Secretary and James Karebe as National Treasurer.

For the first seven (7) years the union operated within Municipal Council of Nairobi, Kisumu, Mombasa, Nakuru, Eldoret and Kitale only.
It was early in 1960’s when the union extended and opened some branches in the African District Councils (County Councils) of Republic of Kenya.

Impact on municipalities

In the same set up the Collective Bargaining Agreements were individually negotiated among the Municipal and County Councils.  In the late seventies the Collective Bargaining Agreements (CBAs) were negotiated using clusters of Municipals, Towns and County Councils which later brought about how CBAs were negotiated under the Local Governments.
 
The Union negotiated for workers with each Local Authority separately, which used to take a long time before all the Collective Bargaining Agreements were finalized.  Four (4) Committees were then formed and named Committee 1 being Nairobi and Mombasa, Committee 2 being all other Municipal Councils, Committee 3 being County Councils and Committee 4 being Town Councils.
 

A NEW ERA

Championing workers rights under the devolved government

In 2010 Kenya promulgated the new constitution wherein Local Authorities were integrated and shrivel led from 175 Local Authorities to 47 County Governments in Kenya.In the same breath some functions from the National Government were also devolved.
In 2013 at the advent of devolution, we changed our name from Kenya Local Government Workers Union in order to be in line with the new constitutional order and the devolved system of governance.
